Overview of GQI

I．A Legal Third Party

Guangdong Testing Institute of Product Quality Supervision（In short GQI）, also called Guangzhou Electrical Safety Testing Institute of State Bureau of Quality and Technical Supervision, Guangdong Testing and Certification Institute, was set up in September, 1983. It is a legal third party institute specializing in product testing, certification and calibration; it is affiliated to General Administration of Quality Supervision, Inspection and Quarantine of the People’s Republic of China (AQSIQ) and Guangdong Bureau of Quality and Technical Supervision; it is a national-level testing, calibrating and inspecting organization accredited by China National Accreditation Service for Conformity Assessment(CNAS); it is an international CB testing laboratory recognized by International Electro Technical Commission Conformity Assessment System Organization of Electric Facilities and Components(IECEE); it is the national compulsory CCC testing and inspecting organization designated by Certification and Accreditation Administration of the People’s Republic of China（CNCA）; It is also the contractual laboratory with China Quality Certification Center (CQC) and other national-level organizations.

With one headquarter and two testing bases, GQI possess laboratory and office areas of around 60000 square meters with fixed asset exceeding 500 million RMB. It is staffed with over 650 high-quality technical professionals of various fields and administrative staff, and equipped with more than 8,000(set) advanced testing and calibration instruments and equipments, and it has already obtained nationally and internationally accredited qualifications of more than 2,300 items. It is so far the only one internationally advanced, domestically leading authoritative testing and certification organization in China, integrating testing, calibration, standard build-up and amendment, inspection, certification service and research work together and elementarily forming a group scale.

II. With Strong Technical Strength

GQI is a qualified testing laboratory and inspecting organization according to international standards ISO/IEC 17025 and ISO/IEC 17020 respectively; it is accredited by China National Accreditation Service for Conformity Assessment Laboratory(CNAS), and has gained CAL and CMA qualifications that are accepted by Certification and Accreditation Administration of the People’s Republic of China（CNCA）and Guangdong Bureau of Quality and Technology Supervision.

GQI is one of the 9 earliest Chinese CB laboratories that have been assessed by IECEE. It is capable of issuing CB test reports according to international standards for 11 product categories with more than 158 standards; Globally the CB test reports are accepted by over 50 countries and areas.

GQI is also one of the earliest inspection institutes in China that are engaged in product and management system inspection, accredited by a number of international renowned certification organizations and CNAS, meeting the requirements of national A-class inspection organizations. It is qualified for factory inspection, pre-shipment inspection, evaluation of energy-saving engineering projects.

GQI is the first inspection and certification organization in China that has blazed a trail in successful cooperation with international authoritative testing and certification organizations. Since 1980s, GQI has undertaken the work of factory inspection and product testing in China on behalf of many international famous certification organizations, such as VDE, IMQ, LCIE, BSI, KEMA, NEMKO, SEV, SABS, UCIEE and IFBQ. Meanwhile, it has also provided assistance to a lot of Chinese enterprises to get international certification for their products and management systems, which has made a contribution to the exports from China.

Guangdong CTC Certification Center Co., Ltd.(CTC), which is subordinated to GQI, is an authoritative third party certification institute with independent legal person status(approval number: CNCA-R-2002-049). Its business involves management system certification and products certification. Management system certification includes ISO9001, ISO14001 and OHSMS18001, etc, while products certification covers nearly 20 categories of products, including furniture, toys, chemical and chemical engineering products, plastic products and electrical and electronic products, etc, whose type of certification includes conformity certification, safety certification, environmental certification and energy-saving certification, etc.

GQI Shunde testing base was established and put into use in March, 2006. Its testing business covers 7 product categories with more than 550 items, including furniture, food, painting and dopes, chemical, electrical appliances, machinery and jewellery, which is one of the modern and intensive testing and inspection bases with largest scale and most qualifications.

GQI Dongguan testing base was established and put into use in May, 2007. Set up in Dongguan testing base, the China National Quality Supervision and Testing Center for Mid-low Voltage Transmission and Distribution Equipment is an A-class national quality supervision and testing center, with its short-circuit capacity up to 450V, 280kA, which is the maximal short-circuit testing capacity in laboratories of the same kind nationwide. The laboratory is also the only one that is capable of performing sudden short-circuit testing of transformers.

III. Of Professional Technical Service

The business of GQI covers testing, calibration and factory inspection for more than 70 categories of products and engineering testing, mainly including electrical, electronic, EMC, information technology, machinery, plastics, furniture, food, chemical, painting, textile and garments, RoHS, toys, electric bicycles, jewellery, fire fighting, safety and security protection projects, measuring device and construction projects, etc.

GQI undertakes the tasks of testing and quality supervision for various kinds of products, production license inspection of industrial products, QS inspection of food and related products, etc, which are entrusted by the relevant departments of the government. Meanwhile, it also undertakes the work entrusted by China Quality Certification Center to conduct CCC (China Compulsory Certification) certification, voluntary product testing and factory inspection. With its strong technical strength and professional qualification capacities, GQI actively works on product quality testing, quality authentification, witness inspection, arbitration inspection, scientific and technological achievements authentification, management system certification, calibration, pre-shipment inspection, factory inspection and testing for international certification, technical training, etc, which are entrusted by the government, social organizations, industry associations, enterprises, institutions and consumers.
